Jesse Stone is the Chief of Police in the small coastal town of Paradise, Massachusetts — a former homicide detective from Los Angeles who left the big city behind, haunted by personal demons and a drinking problem. Despite his struggles, Jesse is respected for his integrity and keen investigative mind, even as he battles loneliness and regret.

One cold November night, Jesse’s deputy discovers a body on a rocky shoreline. The victim has been shot twice in the heart with a .22-caliber weapon — a crime that shocks the quiet town. Soon after, a second body appears in a parking lot, killed in the same chilling way. Jesse begins to suspect that the murderer is methodical, and he starts gathering information about every registered owner of .22 guns in Paradise.

While investigating the murders, Jesse also becomes entangled in another disturbing case: a teenage girl named Candace has been raped, but her parents refuse to report the crime, fearing scandal. Jesse, together with Officer Molly Crane, doggedly works to identify the perpetrators. When one of the suspects is arrested, Jesse uncovers photographs that confirm his worst fears.
